Justification Decisionfirst hurdle to nuclear build

Justification assessment is a high level assessment; it is generic and not site specific. It applies to any newv class or type of practice involving ionising radiation. It does not, by itself, authorise the construction or commissioning (operation) of a proposed nuclear reactor. Justification is a legal requirement under both domestic law (UK) and European Union (EU) law, and is aimed at ensuring that the benefits and detriments of new nuclear practices - e.g. new nuclear reactor designs - are fully assessed & evaluated at a very early stage, and that benefits outweigh the radiological health detriments.
In relation to new nuclear build, it must be shown that the net potential economic and other benefits - future reductions in CO2 emissions, a more diverse energy mix, security of energy supply and less reliance on imported energy - justify the potential radiological health detriments (i.e. exposure of workers and the public to ionising radiation), security risks, nuclear proliferation, release of radionuclides to the environment, and wider environmental impacts. In view of the government's positive stance on nuclear new build, the significant benefits for the UK from the proposed reactor designs and the limited potential radiological health detriments associated with those designs, it is anticipated that the government will arrive at a 'Justification Decision' in early 2010.
