The British Energy approach to periodic safety review of Advanced Gas-cooled reactors

The purpose of the Periodic Safety Review is to review all aspects of nuclear safety on Nuclear Power Plants of which British Energy operates seven Advanced Gas-cooled Reactor (AGR) Nuclear Power Plants (NPPs) n addition to the Pressurised Water Reactor (PWR) NPP at Sizewell. During the early 1990s, the UK regulator, Her Majesty's Nuclear Installations Inspectorate (HMNII), introduced Nuclear Site Licence Condition 15 (LC 15) which requires commercial nuclear power plant operators in the United Kingdom to perform a comprehensive, systematic periodic review and reassessment of the safety cases for each of their NPPs. Under the arrangements agreed for implementing LC 15, these reviews are conducted every ten years. The first Periodic Safety Reviews (PSRs) for the AGRs were submitted to HMNII between 1995 and 1999. Regulatory acceptance of these reviews followed 12 to 18 months after each submission. The assessment of the second PSR (PSR2) is due to be completed by HMNII ten years after the first PSR, and this commenced in early 2007 with the acceptance of the Hunterston B and Hinkley Point B Reviews, to be followed by the other NPPs.
